摘要：随着中国财政体制改革的不断深入,国库集中支付制度在全国范围内开始逐步推广实施,国库集中支付制度的改革不仅是我国财政支出管理制度改革的重要内容,也是我国建立公共财政框架的重要组成部分.实行国库集中支付,其实质就是将政府所有财政性资金（包括预算内和预算外资金）集中在国库或国库指定的代理行开设的账户,同时所有财政支出（包括预算内和预算外支出）均通过这一账户进行拨付,以进一步增强财政资金支出的透明度,提高财政资金使用效益.这项制度的推行对于中国的经济发展具有极其深远的意义.本文主要研究了进行国库集中支付制度改革的意义和我国国库支付制度所存在的问题,并对这些问题进行归纳、总结、整理.同时认真分析了问题的源头,提出了解决这些问题的合理化建议.
