of the extra troops (that) he ordered 确实省略了that ,he ordered可以看成是后置定语修饰troops
然后sent to Afghanistan eighteen months ago从句子结构还有逻辑来看主语应是那个军队troops才对用sent----send的过去分词形式表被动和完成我觉得表被动比较容易理解sent的用法不过eighteen months ago也说明这已经是过去发生的事情了所以要用过去分词这样的话 LZ说的用 to send Afghanistan eighteen months ago （不定式）就不太符合时间上的逻辑了
因为不定式不用来表过去相反而是表将来较多
So he ordered 和sent to Afghanistan eighteen months ago都是修饰troops的（我觉得看成后置定语也行非谓语也不错..）
