再答： 抱歉我只知道澳洲的，我现在在做一个关于堪培拉可持续发展的报告，不过里面说的跟经济，社会，基础设施，人口，环境，老龄化这些有关，是根据现在和2030年堪培拉城市规划结合的来看的，说出堪培拉现状和将来会出现的一些问题还有解决方法，不知道跟你要写的东西一样不

再答： 具体说怎么规划吧，还真说不好，因为堪培拉本身就在开发阶段，不像大城市开发过度现在才想起来绿化，如果你英文好的话我可以给你一些堪培拉规划和澳大利亚统计局的网站，里面的数据很全，有的数据可能你会用上吧 对堪培拉来说减少温室气体排放是一个挑战，在2006年堪培拉温室气体排放总数达4.02Mt Mt CO2-e.这个相当于比1990年排放量水平增加了25.2%，比2000年的排放量水平增加了10.4%。一直到最近堪培拉的排放量的增长率已经超过澳洲国家平均值的两倍。 最大的排放量源于堪培拉电力的使用，在2006年电力使用的排放量占了总排放量的64.5%。 就水的消耗量和处理废水来说堪培拉有很好的环境历史，就过去六年而言堪培拉每户家庭用水都在下降。 像这些数据你都可以在澳洲统计局网站上找到，还有一些资料我就不打出来了，你自己看下吧。这个是关于堪培拉生态覆盖的Between 1998-99 and 2004 the ecological footprint per capita in the ACT rose from 7.4 global hectares to approximately 8.5 global hectares, an increase of 1.1 global hectares.
