关于GRE长难句句子结构及语法问题

今天看GRE长难句的时候看到这句话,看到understand 后面的并与从句以及conflict后面的定语从句：
that had to be overcome or repressed.
请问be overcome是对的吗?平行应该是overcome 和repressed 平行,而且被克服,被动,又是be连接的 .那么overcome不是应该用overcame吗?
