I have been brought to our attention that the ODME system installed on the 518 serial can be operated in such a way that oily residues from cargo operations can be discharged over board while using F.W.on the sample line.
On board the 518 vessels we have a permantly fitted connection from FW Service water system in E/R enabling the operator to keep a sample pressure on the system from the F.W system.This will cause a wrong reading in the measuring unit allowing oil contaminated water to be purmped over board with no warning.
In addition to the above ,it has been found that when operating in Dirty mode it is still possible to choose a ballast line as sampling point
This can lead to wrong readings in the measuring unit in case a ballast pump is running simultaneously with the oily water discharge operation,allowing oil to be pumped over board with no alarms.
The above conditions can not only be a risk of wring operating causing an oil pollution but can also cause erious problems for the vessel and owner if found during a prot state control,U.S.coast guard inspection etc..
According to the MEPC108(49)section 6.1.1”the system should be so designed that no discharge of dirty ballast or other oil-contaminated water from cargo tank areas can take place unless the monitoring system is in normal mode and the relevant sampling point has been selected .
