Technically, there’s a real risk here that the available frequencies will be mopped up by enthusiastic broadcasters who do not have to jump through public value tests. And these pioneer broadcasters will have a fires mover advantage. Broadcast regulators will than face a fresh can of worms, and perhaps have to decide in favor of ‘must carry’ regulations to ensure that public broadcasters CAN find spectrum on an operator’s system. But that’s a totally different issue. Few broadcasters doubt that a few years from now most of us will be carrying a TV set in our pocket-whether we know it or not.
